Events
A concert, a theater run, a ticketed festival: when an event charges admission, two laws decide what senior citizens and persons with disability pay at the gate. Both give 20% off and exemption from VAT, both set out the ID the guest shows, and neither lets the discount stack.
Which events does the discount apply to?
The Expanded Senior Citizens Act grants seniors “twenty percent (20%) discount and exemption from the value -added tax (VAT), if applicable”, including “on admission fees charged by theaters, cinema houses and concert halls, circuses, leisure and amusement”.
For persons with disability, Republic Act 10754 grants “At least twenty percent (20%) discount and exemption from the value-added tax (VAT), if applicable”, including “On admission fees charged by theaters, cinema houses, concert halls, circuses, carnivals and other similar places of culture, leisure and amusement”.
A ticketed concert, show or festival sits squarely in that language. For formats further from it, such as a paid workshop or a members’ event, check with counsel and your ticketing partner before the price goes up.
How does the discount work at the gate?
| Question | Seniors (RA 9994) | PWD (RA 10754) |
| Discount | 20% and VAT exemption | At least 20% and VAT exemption |
| Whose ticket | “for the exclusive use and enjoyment or availment of the senior citizen” | “for the exclusive use and enjoyment or availment of the PWD” |
| Proof | The OSCA-issued senior citizen ID, a passport, or other documents showing citizenship and age 60 or over | “An identification card issued by the city or municipal mayor or the barangay captain of the place where the PWD resides”, a passport, or the NCWDP transport discount ID |
| With a promo | The guest gets the promotional discount or the 20%, “whichever is higher” | The 20% “may not be claimed if the PWD claims a higher discount” or “in combination with other discount program/s” |
The discount covers the senior’s or the PWD’s own ticket. A companion’s ticket is full price unless your own policy says otherwise.
Who pays for it?
The seller, at first. Both laws let the establishment claim the discount as a tax deduction: for PWD, “as tax deductions based on the net cost of the goods sold or services rendered”, and for seniors “as tax deduction based on the cost of the goods sold or services rendered”. The amounts have to be documented, so the box office has to record every discounted ticket and the ID presented.
What happens if a seller refuses?
For seniors, anyone who “refuses to honor the senior citizen card issued by this the government or violates any provision of this Act” faces, for a first violation, “imprisonment of not less than two (2) years but not more than six (6) years and a fine of not less than Fifty thousand pesos (Php50,000.00) but not exceeding One hundred thousand pesos (Php100,000.00)”. For PWD, the Magna Carta sets a first-violation fine of P50,000 to P100,000, or six months to two years in prison, or both.
How do you set up ticketing for it?
→ Put the discount in the ticket plan. Price the senior and PWD tickets, VAT-exempt, in the ticketing system before sales open, not at the gate.
→ Decide how online buyers claim it. Either a discounted ticket type with ID checked at entry, or full-price online with the discount at the box office. Say which on the ticket page.
→ Train the gate. Staff know which IDs count, that the discount is for the holder’s own ticket, and that it doesn’t stack with a promo.
→ Keep the records. Log each discounted ticket and the ID shown; the tax deduction depends on it.
→ Plan the access too. A discounted ticket is no use without an accessible route to the seat. Our guide to accessible events covers the venue side.
The promo check
Before you announce an early-bird or bundle price, decide what a senior or PWD guest pays against it. The law gives them the higher of the two, not both.
General information from Republic Act No. 9994 (2010), Republic Act No. 10754 (2016) and Republic Act No. 7277, as amended. Implementing rules and BIR issuances set the details for receipts and tax claims; check with your accountant and counsel.
Who should handle it?
The team running the event, with the ticketing partner, before sales open. When you brief an agency on a ticketed event, ask how they handle these discounts; it is one of the questions in our guide to the best events agency in the Philippines. PUNX is an events agency in Makati: 50-plus people, founded 2023, running activations and events for GCash, Sun Life and PRU Life UK.
FAQ
Do senior citizens get a discount on concert tickets in the Philippines?
Yes. RA 9994 gives senior citizens a 20% discount and VAT exemption on admission fees charged by theaters, cinema houses and concert halls, circuses, and places of leisure and amusement, for the senior’s own use.
Do PWDs get a discount on event tickets?
Yes. RA 10754 gives persons with disability at least a 20% discount and VAT exemption on admission fees charged by theaters, cinema houses, concert halls, circuses, carnivals and other similar places of culture, leisure and amusement.
Can the senior or PWD discount be combined with a promo?
No. A senior citizen gets either the promotional discount or the 20%, whichever is higher, and a PWD can’t claim the 20% together with a higher discount or another discount program.
What ID do seniors and PWDs need to show?
Seniors show the senior citizen ID issued by the OSCA, a passport, or documents showing they are Filipino citizens aged 60 or over. PWDs show an ID issued by their city or municipal mayor or barangay captain, a passport, or the NCWDP transport discount ID.
