A sampling booth is the oldest activation format there is: a cup of the new flavour, a bite of the snack, a can pulled from the ice. In the Philippines it also falls under the Code on Sanitation, which ties any place that serves food or drink to a sanitary permit, and everyone who handles the food to a health certificate. Here is what to clear before the first sample goes out.
Does a sampling booth need a sanitary permit?
The Code on Sanitation, Presidential Decree 856, says in Section 14 that “No person or entity shall operate a food establishment for public patronage without securing a permit from the local health office”. It defines a food establishment as one “where food or drinks are manufactured, processed, stored, sold or served”. A booth that serves samples to the public matches that wording, and the Code’s food chapter has no separate rule for temporary stalls.
Whether the booth needs its own permit or sits under the venue’s is the local health office’s call, so ask before the build is final. Whichever applies, the permit “shall be posted in a conspicuous place of the establishment”, which on a booth means somewhere an inspector can read it.
Who on the booth needs a health certificate?
Everyone who handles the food. Section 15 says “No person shall be employed in any food establishment without a Health Certificate issued by the local health authority”, issued only after the required physical and medical examinations and immunizations. Section 19 repeats the rule for food handlers and sets the basics for the day itself:

The call-time check
Before doors open, the booth lead holds three things: the sanitary permit, a health certificate for every handler on the roster, and the delivery papers for the product. Anyone without a certificate works the booth, not the food.
Where can the samples come from?
Section 16 is short: “All food must be obtained from sources approved by the local health authority.” For a brand sampling its own product, keep the paper trail from the plant or the distributor to the booth, and avoid repacking or preparing food on site unless the permit covers it.
The Food Safety Act puts the responsibility on whoever runs the operation. Under Republic Act 10611, a food business operator “is responsible for ensuring that the requirements of this Act are met by the food business under one’s control”. The same law makes local governments responsible for food safety in food businesses, naming “catering establishments” and “street food sale, including ambulant vending” among them. In practice the brand and its agency carry the duty, and the city enforces it.
What if the samplers walk the floor?
The Code has a rule for ambulant food vendors: they “shall sell only bottled food drinks, biscuits and confectionaries”, and “it is prohibited for food vendors to sell food that requires the use of utensils”. Roving samplers are not vendors, but it is the clearest guide the Code gives for food carried through a crowd. Keep roving samples sealed and ready to eat by hand, and serve anything that needs a spoon or a fork from the booth.
What else usually comes with sampling?
